Google is now pushing July 2019 security patch update builds to its complete Pixel line of phones and tablets. Available even for latest Pixel 3a, you can use this guide to download the complete July factory image that can then be flashed on any Pixel device regardless if it is running official firmware or not. With Google’s monthly commitment, Pixel owners receive new software builds every month and within these are changes and improvements that not only improve security but refine other aspects as well. For convenience, ahead, we have provided complete factory image download links for new security update sorted for each Pixel device.
Rather than being drastically new which in itself is not possible within a month’s time-frame, these smaller builds ensure a smooth software experience along with uncompromising security through smaller changes. Further, specifically for July 2019, this new update is carrying various changes ranging from UI, Hotword to bootloader. Now, for users who have a custom ROM or any other system mod, downloading the complete firmware and then manually flashing it is the only way of updating to it. Also, this will also work to help restore Android Pie on devices that are running Android Q Beta builds. Complete range of Pixel phones starting with original Pixel can be updated to latest security update.

Google Pixel Security Bulletin – July 2019
List of devices compatible with new July 2019 security patch are: Pixel 3 XL, Pixel 3, Pixel 2 XL, Pixel 2, Pixel XL, Pixel and Pixel C.
Prior to making these images available for manual download, Google starts pushing them directly through their update servers to compatible devices. We did see Check for Update functionality, which is built-in to the Android system, being fixed in the previous build so hopefully, it wont be causing any problems this time around. To check for an available update, go to Settings > System > System update > Check for update.
